Board Meeting Minutes
February 11, 2010
Call to Order:
President Steve Rayne called the meeting to order at 8:30 a.m.
Present:
Ashby, Bashaw, Blair, Elkin, Gaines, Lankford, Rayne, Rich, Walschburger, Zoch
Absent: Miller, Simmons, St.John, Turbeville
Sergeant at Arms: Robert Crane
Determination of Quorum:
Secretary Gaines advised there was a quorum present.

Minutes of Previous Meeting and Treasurer's Report:
Ø Motion by Lankford, 2nd by Rich, to approve the minutes as printed. Voice Vote. Motion Carried.
President's Comments - Steve Rayne:
Ø Member Phil Tippen will submit the HPROA Financial Audit in March due to a death in the family.
Ø Rayne appointed Member Jack Harris to fill the vacant Parliamentarian position. Board Members approved the appointment. Harris recently retired after serving 35 years.
Ø Request will be made at the general membership meeting for volunteers to prepare the Knights of Columbus Hall for our meeting by sitting up the tables and chairs, making the coffee and putting out the sign-in sheet.
Ø Candidate for State Representative District 127 Dan Huberty, Candidate for Judge of Harris County Probate Court #4 Christine Butts, Candidate for Judge of Criminal Court at Law #13 Don Smyth and Candidate for Judge of 270th Civil District Court Lee Arellano will be at the general membership meeting.
Executive Director Report - Bill Elkin:
Ø Pension @ 2.92 billion.
Ø TMPA Legal Defense Fund has net assets of $921,000. At this time no retirees have utilized this service.
Ø TMPA endorses John Davis for State Representative, Dora Olivo for State Representative and Jeff Brown for the Texas Supreme Court.
Ø IRS lowered the per mile reimbursement from 55 cents to 50 cents.
Ø We need a volunteer for Political Action Committee Chairman.
Old Business:
Ø Two $20 flag spreaders were purchased for the HPROA Flags.
New Business:
Ø Discussion regarding co-hosting the Police Week Reception with the HPOU. The reception last year was very successful.
v Motion by Lankford, 2nd by Blair to spend up to $500 for the Police Week Memorial Reception. Voice Vote. Motion Carried
Ø Discussions regarding volunteers to house sit during the funerals of HPROA Members when requested.
Good and Welfare of the Association:
Ø Discussion regarding design on HPROA apparel.
Ø Zoch stated there will be two new contributors to the Retired Badge.
Motion by Lankford, 2nd by Ashby to adjourn meeting at 9:25 a.m.
